Texas Connector Pipeline

Sempra Infrastructure is proposing to develop the Texas Connector Pipeline, a natural gas pipeline that would serve the proposed Port Arthur LNG Phase 2 project.

The proposed pipeline would connect the Port Arthur LNG Phase 2 project to various intrastate and interstate pipelines, providing access to major U.S. natural gas supply basins.

Location

Jefferson and Orange Counties, Texas

Project Scope

The project consists of a total of 31 miles of new pipeline, a majority of which would be collocated within existing energy infrastructure rights-of-way, and a new compressor station in Orangefield, Texas.

The 29.6-mile northern portion of the proposed Texas Connector Pipeline would extend from the Orangefield Compressor Station in Orange County, Texas, to the proposed Port Arthur LNG Phase 2 facility.

The 1.4-mile southern portion of the proposed pipeline would connect the Port Arthur LNG facility to a meter station in Sabine Pass, Texas.

Pipeline Facilities

  • A greenfield compressor station in Orange County, Texas, called the Orangefield Compressor Station. The facility will consist of two compressor buildings, an administrative building, support structures and graveled areas
  • A 29.6-mile, 42-inch diameter natural gas pipeline running from the Orangefield Compressor Station to the proposed Port Arthur LNG Phase 2 project
  • A 1.4 mile, 42-inch diameter natural gas pipeline connecting the proposed Port Arthur LNG Phase 2 project to a meter station in Sabine Pass, Texas
  • Five laterals to interconnected pipelines, with a meter station at each interconnect

Schedule

  • February 2017: Initiated the FERC pre-filing review process
  • October 2017: Filed NGA Section 7(c) application to FERC
  • April 2019: Received FERC certificate
  • August 2024: Amendment application filed with FERC
  • 2nd Quarter 2026: Anticipated start of construction

Project Status

Texas Connector Pipeline received authorization from the Federal Energy Regulatory Commission (FERC) in April 2019 (Docket No. CP17-21-000). All other required permits have been received.

In August 2024, the project filed an amendment application with FERC to incorporate minor modifications that will improve construction efficiencies and address landowner requests. To view the amendment application, click here.

Project Benefits

  • Expanded pipeline infrastructure to provide a reliable solution for the delivery of natural gas to the proposed Port Arthur LNG Phase 2 project.
  • New design, engineering and construction jobs, as well as long-term positions to operate and maintain the proposed pipeline facilities.
  • A new source of revenue for local providers of goods and services.
  • Support for efforts that help address and meet community needs through partnerships with local nonprofit and community groups. For a report on 2023 partnerships, click here.
